Why are black people so much?

First, it is not intended to be racist, I really want to know. I live next to public housing and the only people who live there are black. Every night the howling and shouting and listening to loud music, sometimes until 4am. Why not take care of others around him. Also, when I'm on the bus, which is always yelling at their phones and talking on the phone speaker. Why they felt the need? Ever I have seen white and other races also have the same behavior. Why is not that black?

They love attention and are inconsiderate of others in general.
